Objectives, Background, Authority <br /> <br />The districts have titled this study "South Platte River Basin Water <br />Resource Management and Development Plan". The basin wide study is needed <br />to define a water management and development plan which will: quantify <br />needs for water; identify the best methods available to meet those needs; <br />identify sound financing strategies; and determine how best to preserve the <br />environment and quality of life which exists in the South Platte River <br />Basin while meeting the water needs. <br /> <br />The potential complexity of a study of the basin led to a decision by the <br />parties to proceed in phases. Phase I will address resource inventory, <br />tributary aquifers, water allocation, water demands, consensus building, ang <br />future project activities. Subsequent phases will be undertaken as deter- <br />mined to be necessary. Phase II, as now envisioned, would identify and <br />evaluate minor structural and nonstructural measures to meet, at least in <br />part, the projected water demands of the basin. <br /> <br />Phase I is scheduled to be completed in 12 months. <br /> <br />The Central Colorado W.C.D., Lower South Platte W.C.D., Northern Colorado <br />W.C.D., and'St. Vrain and Lefthand W.C.D. are agencies which have been <br />established in accordance with the laws of the State of Colorado. <br /> <br />The Bureau is an agency of the Federal Government; Federal Reclamation Laws <br />(Act of June 17, 1902, 32 Stat. 388 and Acts amendatory thereof or supple- <br />mentary theteto) enable the Secretary of the Interior, acting through the <br />Bureau, to engage in special investigations under the general investiga- <br />tions program of the Bureau. The above listed parties desire the Bureau to <br />cooperate in this study of the South Platte River Basin. <br /> <br />Article II. Activity Responsibility <br /> <br />The parties have prepared a revised draft plan of study (dated August <br />19, 1987) fQr Phase I. Seven tasks have been identified. The parties will <br />share in activity responsibilities as outlined on Exhibit A. Exhibit A may <br />be modified at any time with the mutual consent of the partie~. <br /> <br />Article III, Term of Memorandum of Understanding <br /> <br />The term of this MOU shall be 18 months and will begin upon execution of <br />this document by the parties. <br /> <br />Article IV. Funding <br /> <br />The Bureau will utilize up to $115,000 of federally appropriated funds to <br />support federal involvement in the study activities. <br /> <br />The districts will arrange their own financial resources to support their <br />concurrent involvement. The value of the districts' in-kind services will <br />equal or exceed the amount of federally appropriated funds utilized by the <br />Bureau. The districts will furnish to the Bureau quarterly statements sum- <br />marizing th~ estimated value in dollars of the districts' combined activi- <br />ties during,the quarter. <br /> <br />2 <br /> <br />
