The make-up of the Subcommittee may change from time-to-time to reflect the current needs and activities as determined by the Board. The Technical Support Subcommittee shall keep minutes of all meetings of the Operational Advisory Subcommittee and shall provide the same to the Board. 7. At the discretion of the Board citizen input shall be sought from a broad based representative group of citizens within the basin who have knowledge and an interest in water development and management. upon the direction of the Board all persons/agencies on the citizens input mailing list shall .receive advance written notice of any meeting. The secretary of the Technical Support Subcommittee shall mail the required notices wi th direction provided by the secretary of the Board. The chairman of the Technical Support Subcommittee shall conduct the citizens input meeting and make any presentation necessary on the activities of the Subcommittee. Minutes of the citizen input meetings shall be kept by the secretary. The citizen input mailing list shall be reviewed annually by the Technical Support Subcommi ttee and any recommended changes shall be made to the Board. 8. Each District is to bear its own expenses incurred in connection with the performance of this Agreement. The Committee shall not have the power or authority to contract on behalf of or incur obligations for any of the Districts which are represented on the Committee. 9.
