The vice-chairman shall assume the duties of the chairman in the absence of the chairman. The Board shall also designate a secretary who mayor may not be a member of the Board. The secretary shall have the responsibility for keeping minutes of the meetings, maintaining up-to-date mailing lists, arranging for the time and location of meetings and preparing notices of meetings. A schedule of meetings shall be set on a semi-annual basis in January and July of each year by the Board. S. A Technical Support Subcommittee is hereby established to serve at the pleasure of the Board and provide it with technical staff support. At the direction of the Board, the Subcommittee shall scope and conduct necessary studies and investigations with regular status reports being provided to the Board. The Subcommittee shall utilize the expertise of the. members of the Operational Advisory Subcommittee to develop. proposed operational criteria for both existing and proposed structures, diversions or facilities, and to develop various scenarios f6r evaluation by the Technical Support Subcommittee. The Subcommittee shall consist of at least one representative from each of the four Districts. Other persons may be assigned to serve on the Technical Support Subcommittee at the discretion of the Board. The Board shall designate a chairman, vice- chairman, secretary and treasurer of the Subcommittee, each of whom shall be a representative of one of the four districts. The chairman shall chair all meetings and shall report to the Board on the Subcommittee's activities and progress. The vice-chairman shall perform the duties of the chairman during the chairman's. absence. The secretary shall keep minutes of meetings, shall maintain an active roster, and shall arrange for and provide notice of all meetings. The secretary of the Technical Subcommittee shall provide support to the secretary of the Board. The treasurer shall arrange for any contracting of services, subj ect to approval of the Board, and shall be responsible for all financial matters. All bills shall be approved for payment by the Board prior to payment. The treasurer shall maintain an adequate set of financial/accounting records. The Board shall audit the records of the treasurer yearly. 6. An Operational Advisory Subcommittee is hereby established to review studies and investigations with the. Technical Support Subcommittee, to advise the Technical Support Subcommittee on the conduct of these studies and investigations, to provide input to proposed criteria and methodologies, and to advise the Technical Support Subcommittee on future studies and investigations.
