White River Basin Reservoirs - Arkansas and Missouri. The <br />problem area is made up of the White River Basin comprising 27,765 <br />square miles.of which 10,622 are in the southern part of Missouri <br />and 17,143 are in the northern and eastern parts of Arkansas. This <br />area encompasses some 50 counties' in the two-State area and over <br />1,200,000 people. The projects located in the basin have a total <br />storage capacity of 16,062,000 acre-feet of which 5,477,000 is for <br />flood control, 3,349,000 is for power generation; 925,000 is for <br />drawdown for power generation and water supply; and 6,311,000 is <br />for recreation, fish and wildlife conservation and other purposes. <br /> <br />There is a desire for increased emphasis in meeting the needs <br />of the recreation industry by reducing the full fluctuations to the <br />maximum extent possible. Enhancement of the downstream trout fishery <br />by providing adequate cold water releases during the critical summer <br />months and provision of a greater degree of flood protection. There <br />is also a need for generation of more hydroelectric power due to the <br />energy shortage, waste water management due to increased urbanization <br />in adjacent cities and communities, and development of retirement <br />communities in summer homes and for the preservation and enhance- <br />ment of the environment. See Arkansas Map 2. <br /> <br />7. Little Rock Urban Study - Arkansas. The study area includes <br />the Little Rock SMSA which is made up of Pulaski and Saline counties <br />with a population, based on 1970 census, of 323,000. The area, <br />based on 1975 figures, has over 390 industrial firms and employs <br />over 28,000 people. The area needs are for additional water supply <br />in Jacksonville, Sylvan Hills area of North Little Rock, and northern <br />Pulaski County. In addition to this there is an urgent need for <br />additional sewage treatment facilities particularly in the urban <br />areas outside the city limits. The continued growth of urban areas <br />has had an impact on the runoff characteristics of urban drainage <br />basins and continued housing developments are being constructed in <br />areas subject to frequent flooding. See Arkansas Map 3. <br /> <br />The study will be integrated with existing comprehensive develop- <br />ment plans prepared by local and state areas as well as federal interest <br />representing the metropolitan area. Corps studies included in this <br />coordinated effort are Fourche Creek and Dark Hollow. <br /> <br />In addition to the usual type of Urban Study, the wastewater <br />portion of the Little Rock Study was expanded to meet E.P.A. guide- <br />lines for a Section 208 Study; thus allowing a contract to be signed, <br />enabling the technical portion of the 208 Study to be satisfied by it. <br /> <br />104 <br />
