The Red River Basin below Denison
Dam comprises about 29,500 square miles in Arkansas, Louisiana,
Oklahoma and Texas. A Type 2 Comprehensive River Basin Survey was
completed in June 1968 by the USDA and other Federal and State
agencies. The basic purpose of the investigation waS to formulate
a plan of development for the Red River Basin below Denison Dam
that will provide the best use, or combination of uses, of the
water and related land resources of the basin to meet all fore-
seeable short and long term needs. The U. S. Soil Conservation
Service, the U. S. Forest Service, and the Economic Research
Service conducted the U. S. Department of Agriculture part of
the studies. This work has been coordinated with that of the
Department of Army; the Department of Health, Education and
Welfare; the Department of Commerce; the Department of the In-
terior; the Federal Power Commission, and the states of Arkansas,
Louisiana, Oklahoma and Texas. USDA participation was financed
primarily by direct appropriation with some transfer funds from
the Corps of Engineers. USDA investigations began in Fiacal
Year 1963. All surveya, investigations and project formulation
studies are complete. The coordinated report, including the
main report and 15 appendixes, was reviewed and accepted by
the Field Coordinating Committee in June 1968. The Water Re-
sourCeS Council has reviewed this report and prepared its pro-
posed views, findings, and recommendations. In accord with
requirements of the Water Resources Council for determination
of USDA projects needing early action, an interim implementation
report has been prepared. This report will be submitted to the
Congress for appropriate Committee action at the earliest
practicable date.

142
