These include sewage treatment facility plans, water- <br />shed work plans and other detailed planning. If propoaed studies <br />are not made, and acceptable recommendations made and carried out, <br />there will be a continuation of existing or increased level of water <br />shortages, flood damage, and stream pollution in the problem area. <br />If structures are required, land use changes will be necessary. <br /> <br />In summary, criterion, assumptions, and methodologies in estab- <br />lishing the Joplin area as a problem area were the result of the <br />combined decisions of members of the State Water Plan Task Force. <br /> <br />NEW MEXICO <br /> <br />Ongoing and completed studies in the AWR Region in New Mexico <br />follow: <br /> <br />Ongoing Studies: <br /> <br />1. Type IV study in progress in the AWR Basin in New Mexico. <br />This is a joint study by the Soil Conservation Service in coopera- <br />tion with the New Mexico State Engineer and other state and federal <br />agencies and will collect and develop information on water and re- <br />lated land resourCe uae. Special emphasis is placed on multiple use. <br /> <br />2. P. L. 566, Watershed Protection and Flood Prevention Pro- <br />gram, consists of studies by the Soil Conservation Service in <br />cooperation with the New Mexico State Engineer Office. The objec- <br />tives of this program are soil and water resource development, use <br />and conservation; and flood control and prevention. Local organiza- <br />tions carry out the project responsibilities. <br /> <br />3. El Llano Estacado and Adelante Resource, Conservation and <br />Development' Districts are administered by the Soil Conservation <br />Service with cooperation of other federal, state, and local agencies. <br />The entire AWR Basin in New Mexico is included in these districta. <br />The goal is to assist sponsors of various natural resource conserva- <br />tion districts in implementing a program which will enhance the <br />economic, environmental, and social well-being of people in the <br />ares. <br /> <br />4. Great Plains Conservation Program, an ongoing program ad- <br />ministered by the Soil Conservation Service. Under this program <br />the SCS cost shares with farmers and ranchers for the installation <br />of soil and water conservation measures. These conservation <br />measures include such practices as lining irrigation ditches, <br />wind and water erosion control structures, water management, <br />construction of stock tanks, etc. <br /> <br />5.
