<br />Cj <br /> <br />C\l <br />..-4 <br /> <br />SUPPLEMENT NO. 1 <br />TO THE <br />ONFARM PROGRAM <br />FOR <br />SALINITY CONTROL <br /> <br />(::..J <br /> <br />(~ <br /> <br />FINAL REPORT OF THE GRAND VALLEY SALINITY S'TIJDY <br /> <br />Backgreund <br /> <br />The USDA began implementing Title II of the Colorado River Basin Salinity <br /> <br />Control Act, PL 93-320 (88 Stat. 266, signed June 24, 1974), when cost <br /> <br />sharing and technical assistance for the Onfarm Program for Salinity Control <br /> <br />in the Grand Valley Unit" Mesa County, Colorado were funded through the FY <br /> <br />1979 Agricultural Appropriations Act (PL 95-448, October 11, 1978). <br /> <br />During the first year of implementation it became apparent that certain <br /> <br />improvements in laterals for the off-farm water delivery system needed to be <br /> <br />an integral part of, and implemented concurrently with onfarm improvements <br /> <br />to assure the proper operation of onfarm improvements and the accrual of <br /> <br />onfarm benefits attributed to onfarm improvements. <br /> <br />On August 9, 1979, the Water and Power Resources Service (formerly the <br /> <br />Bureau of Reclamation) and the Soil Conservation Service (8CS) supplemented <br /> <br />their March 27, 1975 Memorandum of Agreement (copy attached). The supple- <br /> <br />ment outlines needed imprevements in the off-farm laterals necessary for <br /> <br />proper functioning of the onfarm improvements. It is estimated that 40 <br /> <br />percent .of the total off-farm laterals require imprevements to support the <br /> <br />onfarm system improvement measures for salinity control. <br /> <br />Therefore, the USDA's Onfarm Program for Salinity Control dated December <br /> <br />1977, is hereby modified as follows: <br />
