<br />. <br /> <br />. <br /> <br />. <br /> <br />Pal icy for Use of Bracki'~h and/ar <br /> <br />~ <br />~ <br />~ <br />~ <br /> <br />Saline Waters for Industrial Purposes <br /> <br />by <br /> <br />The Co1erade River Basin Salinity Contra1 Ferum <br /> <br />September 11, 1980 <br /> <br />The States .of the Co1arado River Basin, the federal <br /> <br />Executive Department, and the Congress have all adapted as <br /> <br />.a policy <br />Colorado <br /> <br />that the salinity in the lower mainstream of the <br /> <br />River shall be maintained at or below the <br /> <br />flow-weighted average values found during 1972 while the <br /> <br />Basin states continue te deve1ap their campact-appartioned <br /> <br />watersR <br /> <br />In order to achieve this policy, all steps which <br /> <br />are practical and within the framewark .of the adminis- <br /> <br />tration of states' water rights must be taken te reduce the <br /> <br />salt 1aad .of the river. One such step was the adeption in <br /> <br />1975 by the Farum of a policy regarding effluent <br /> <br />limitations for industrial discharges with the .objective of <br /> <br />no-salt return wherever practicable. Another step was the <br /> <br />Forum's adoption in 1977 of the "Policy for Implementation <br /> <br />of Colorada River Salinity Standards through NPDES Permit <br /> <br /> <br />.program." These pa1icies are part of the basinwide plan of <br /> <br /> <br />implementation for salinity control which has been adapted <br /> <br />by the seven Basin states. <br />
