MONTHLY PROGRESS REPORT
AQUATRAIN PROJECT
November 1983

1.0 INTRODUCTION

This report summarizes Saline Water Transport and Use Office planning
and related activities on the AQUATRAIN Project for the previous
month and anticipated activities for the next 2 months. The purpose,
of the report is to inform individuals involved with AQUATRAIN
of current and upcoming activities so that a coordinated effort
can be maintained and project flag dates met.

2.0 SUBTEAM: WATER RIGHTS/WATER SUPPLY/STATE ISSUES
2.1 NOVEMBER EVENTS

Briefed Director of Colorado Water Conservation Board.
Topics included the concept of west slope water storage
projects to replace Glenwood-Dotsero water used for the
salinity control objective of AQUATRAIN.

Briefed representative of the Colorado Water Conservation
Board on November 1. Discussion included potential replacement
sources for Glenwood-Dotsero water and compact issues.

Briefed representative of Sheridan-Little Big Horn Water
Group, Wyoming. Possible interactions with AQUATRAIN were
discussed.

Briefed representative of Rifle Ski Association on November 3.
Topics included the Association's water rights and a proposed
storage reservoir on the Colorado River which the Association
would like to see considered as a potential replacement
source for Glenwood-Dotsero water.

Briefed Colorado River Basin Salinity Control Forum in Phoenix,
November 7-8. The Forum continues to encourage AQUATRAIN's
salinity control objectives. Forum members reiterated that
they do not have authority to represent State views regarding
non-salinity control aspects of AQUATRAIN.

Briefed Chairmen, Energy and Transportation Study Committees,
Utah State Legislature. Discussion centered on concerns
expressed in previous hearings, including existing state
law regarding eminent domain and the needs of Utah coal
producers.

Wyoming legislative leadership began seeking co-sponsors
on legislation supporting AQUATRAIN.

Attended 50th Anniversary Meeting, Wyoming Water Development
Asscciation in Casper, Wyoming.
