<br />If') <br />~ <br />C'j <br /> <br />Sn..T PROJECT <br /> <br />CHAPTER I <br /> <br />~.' <br /> <br />GENERAL INFORMATION <br /> <br />Organization <br /> <br />Pursuant to the U. S. Department of Agriculture Memorandum of Understanding <br />between the Soil Conservation Service, Forest Service, and Agricultural <br />Research Service (Economic Research Service) dated FebruaIY 2, 1956, a <br />USDA Field Advisory Committee, Colorado River Storage Project was established. <br />The committee is composed of a representative from each of these agencies <br />and a member representing the concerned state agricultural colleges. Prin- <br />cipal duties of the committee are to maintain appropriate liaison and faci1i= <br />tate coordination of activities by the .espective services and the state <br />agricultural colleges in the survey. Field relationships with the Bureau <br />of Reclamation and other interested State and Federal agencies are also a <br />responsibility of the committee. <br /> <br />A. USDA Field Party, working under direction of the Us:lA Field AdvisoIY <br />Committee and operating within a plan of work dated August 22, 1956, is <br />headquartered at Sa! t Lake Ci ty, Utah. The party is responsible for the <br />collection and analysis of data and the preparation of this report. <br /> <br />Applicable data from previous investigations were utilized in the study. <br /> <br />Description of the Area <br />Location and Physical Features <br /> <br />The Silt project is located in southeastern Garfield County, Colorado. <br />The projeCt area is bounded by the Colorado River on the south, the White <br />RiVer Plateau on the north, Elk Creek on the east and Rifle Creek on the <br />west~ Project lands are located generally in three areas, n8ll1e1y~ Harvey <br />JIIlesa~ DIY Elk Valley and Davie Mesa. The town of Silt is located near the <br />southeastern boundaIY of the project and the town of Rifle is located appro- <br />ximately three miles south and west of the southwestern boundary of the <br />project. Elevation of project lands varies from 5,500 feet above sea level <br />in the Davie and Harvey Mesa area to 6,300 feet above sea level in DIY Elk <br />Valley. <br /> <br />Water for the project will be supp1 ied from Rifle Creek by storage of sur- <br />plus early season runoff in the proposed Rifle Gap Reservoir or the existing <br />Harvey Gap Reservoir, and by exchange of natural flow water for stored <br />water. Water will also be supplied to project lands from the Silt pumping <br />plant located at Davis Point on the Colorado River. Rifle Creek is formed <br />by its tributaries of East, Middle and West Rifle Creeks, which drain the <br />White River Plateau and Coulter Mesa areas north of the Grand HogbaCk. <br /> <br />Project lands are all privately owned and are within the boundary of the <br />Bookc1iff Soil Conservation District. <br /> <br />- 1- <br />
