Coordination questions which have not been <br />settled locally will be referred to AVffiBIAC. <br /> <br />g. At such tin~ as the Governor's Representative' finds that <br />ooordination within any work group or among work groups has not been <br />arranged as outlined in paragraph 3 of this memorandum, he shall refer <br />the matter to the Tulsa Group or the Inter-Agency Committee. <br /> <br />h. Where the Governor's Representative is unable to discharge <br />his ooordination task beoause of limitations of money or personnel, he <br />may request technical and administrative assistance from the Tulsa Group. <br /> <br />i. This procadure for State coordination does not relieve the <br />Inter-Agency Committee, collectively or individually, of its fundamental <br />responsibilities, nor does it relieve the work groups of any responsibility <br />for tasks assigned to them. <br /> <br />5. Tulsa Group. A technical inter-agency group, of which the Offioer <br />in Charge, AeVR Orfice, Corps of Engineers, in Tulsa, is Chair~an, hae been <br />assigned the responsibilities listed below. This group, hereafter referred <br />to as the "Tulsa Group" is composed of the representatives of the partioi- <br />pating agencies with offices looated in Tulsa, and representatives of the <br />other participating agencies and the States who desire to take part. The <br />responsibilities of the Tulsa Group are to. <br /> <br />a. Help define the area of coverage of each work group, and <br />thereby propose to the AWRBIAC a detailed statement of the coverage of <br />the comprehensive survey. This statement will be, in effect, the combined <br />work outlines of all of the work groups. <br /> <br />b. fmintain close liaison with the Governor's Representatives <br />and assist them in achieving intra-state cross-functional coordination of <br />A,ffiBIAC activities as well as coordination among states. <br /> <br />o. Bring before the AWRBIAC any coordination problems ~~ch . <br />it is unable to resolve. <br /> <br />V-5 <br />
