The Governor's Representative is not expected to pre- <br />pare any part of the report. <br /> <br />. <br /> <br />c. The Governor's Representative will discharge his coordination <br />. task by individual contact with agency repreeentatives, by meetings with <br />representatives of two or more agencies, and by AWRBIAC technical confer- <br />ences held in his State. The Governor's Representative will preside at <br />all AWRBIAC technical conferences held in his State except the basin-wide <br />Tulsa Technical Conference. He will make arrangements with AWRBIAC for <br />holding technical conferences and will call upon the Tulsa Group for as- <br />sistance in conducting such conferences and in discharging his other co- <br />ordination responsibilities. In general, the contact between the Governor's <br />Representative and a work group will be through the chairman agency of the <br />work group. Each Federal member on the Inter-Agency Committee is respon- <br />sible for working out with the Governor's Representative the specific <br />arrangements for such contact. As prescribed in paragraph 3 above, it <br />is the responsibj1ity of the chairman agency of the work group to provide <br />for participation in this cross-functional coordination by all interested <br />Federal agencies who are members of 1lhe work group. The Governor's Rep- <br />resentative may call upon.the proper administrative official of the par- <br />ticipating Federal agencies working within his State for a report on the <br />activities and. work being performed within the AWR area by those agencies. <br /> <br />. <br /> <br />d. The various work groups or participating agencies, the Tulsa . <br />Group, and members of the Inter-Agency Committee may call to the attention <br />of the Governor's Representative any need for coordination within his State. <br />Thie will assiet him in obtaining a complete picture of the activities with- <br />in his State and of the coordination problems that exist. At an early <br />date each Governor's Representative and the Tulsa Group will meet to <br />initiate tho determination of what problems of State coordination exist, <br />and agree upon measures for their resolution. <br /> <br />e. The Governor's Representative should give early attention to . <br />.the following suggested coordination tasks: <br /> <br />(1) The Governor's Representative, by arranging for inter- <br />change of information and necessary joint action among all agencies and <br />work groups operating in his State, will endeavor to assure integration <br />of the over-all program of the several work groups responsible for design <br />of all major water utilization and control structures in the State so that <br />the over-all plan of improvement will be properly correlated. <br /> <br />(2) As plans evolve for construction and operation of major <br />water utilization and control structures in the State, the Governor's <br />Representative will endeavor to assure that they are integrated with ex- <br />~sting and authorize~:developments, with all other phases of the AWR plan <br />~n the State, and with interstate water compacts. <br /> <br />V-4 <br /> <br />. <br />
