The 1980 diversions were 130.6 pereent of the normal

110,000 acre-feet diversion. Average annual diversion for the 10 years of

operation has been 98,020 aere-feet or R9 pereent of normal. The 19R1 outlook,

based on present snowpaek, is far below the average diversion.

Heron Dam and Reservoir

Water aeeounting proeedures for 19RO for eomputing Rio Grande inflow into Heron

Reservoir and ehannel losses on San Juan-Chama water releases below Heron Dam

were those previously used (as presented in the '~ater Aeeounting and Operational

Plan" dated Mareh 18, 1974).

San Juan-Chama water storage and releases in aere-feet for Heron Dam during

1980 are shown on tables 2, 3, and 4.

A stairway and a suspension footbridge spanning the Rio Chama just upstream of

the Heron Dam stilling basin have been essentially eompleted by the Young Adult

Conservation Corps. That group will eomplete a trail eonneeting these strue-

tures and the El Vado recreation area in 1981.

Storage in Elephant Butte Reservoir

During January 1981, 2,273 aere-feet of San Juan-Chama water was delivered to

Elephant Butte as replacement for the 1980 ineremental reservoir evaporation

resulting from San Juan-Chama water storage. This 2,273 acre-feet, plus the

3,000 aere-feet delivered in Deeember 1979, were to offset the 1980 reservoir

evaporation losses from the permanent reereation pool.
