The Pueblo Couneil, by

resolution dated September 24, 1980, requested that BIA and the Serviee eontinue

the study and reeommend proposed alternatives for construetion of an irrigation

projeet on the pueblo. In February 1981, Service and BIA representatives met

with the Pueblo Couneil to present results of our revised and additional analy-

ses and to diseuss the future direetion of our study efforts. Final deeisions

on the future eourse of our study, availability of funding, timing and nature of

reports, ete., are awaiting further evaluation and assessment by BIA.

Santa Cruz Dam and Reservoir--Work has eontinued on a feasibility study for

possible rehabilitation and improvement of Santa Cruz nam. The study was

authorized in November 1978 as part of the Reclamation Safety of Dams Aet;

however, funding to date has been provided only on a fiscal year basis through

Congressional write-ins. In May 1980, Serviee representatives eondueted a

public meeting in Espanola to discuss some of the past aetions with regard to

the dam and the status of studies underway for possible modifieation of the

structure.

Preliminary analyses eompleted in fiscal year 1980 of raising the dam to restore

conservation storage lost to sediment and to provide an additional water supply

indicated that agrieultural benefits would not eover the estimated eosts.

Consequently, efforts are being eoneentrated on hydrologie and engineering stu-

dies needed for developing detailed plans and eost estimates for rehabilitation

of Santa Cruz Dam for safety of the strueture. Funds of $150,000 were

appropriated for fisea1 year 1981 to permit eontinuation of this study.

In December 1980, Service officials, aceompanied by representatives of the New

Mexieo State Engineer and the Santa Cruz Irrigation District, condueted a field
