<br />1994 ANNUAL REPORT <br /> <br />Bureau of Reclamation <br /> <br />o <br />-.J <br />~ <br />o <br /> <br />As was discussed at the November Advisory Council meeting, Reclamation is undergoing <br />significant organizational changes. Many of the changes will affect the Salinity Control <br />Program. In addition to having responsibility for the implementation of various components of <br />the Salinity Control Program, Reclamation has a very important function delegated to it by the <br />Secretary of the Interior with respect to coordination of the salinity control efforts by other <br />federal and state agencies. Reclamation needs to continue to provide leadership in this regard. <br /> <br />The Council recognizes that the responsibilities for Title II salinity coordination have <br />recently been delegated by Reclamation to its Upper Colorado Region (UCR). The Council does <br />not object to that delegation, but feels very strongly that accompanying that delegation there <br />must be an understanding of the very significant coordination role that the UCR must provide. <br />The UCR must be able to speak for the Commissioner of Reclamation as plans for salinity <br />. control projects move ahead and direct coordination with the Lower Colorado Region for data <br />and monitoring requirements at designated Lower Colorado River stations. Further, UCR's <br />coordinator must have sufficient authority and delegated responsibility to convene meetings and <br />confer with appointed officials in other agencies, including the Bureau of Land Management, <br />the Natural Resources Conservation Service (formerly the Soil Conservation Service), the <br />Consolidated Farm Service Agency (formerly the Agricultural Stabilization and Conservation <br />Service), the Fish and Wildlife Service, the Environmental Protection Agency, and at times, the <br />International Boundary and Water Commission. The Council is concerned that as Reclamation <br />continues to downsize, the role of the coordinator will be diluted. <br /> <br />The Council supports the completion of the authorized cost-effective portions of the <br />Grand Valley, Dolores, and Lower Gunnison' Units and strongly recommends that efforts <br />continue to obtain the necessary Congressional authorization and funding for the Uinta, Price-San <br />Rafael and San Juan-Hammond Units. <br /> <br />COWRADO RIVER BASIN SALINITY CONTROL ADVISORY COUNCIL <br /> <br />3 <br /> <br />. <br />i, <br />
