The Taylor Pa rk Reservoi r was
built and is owned by the United States Bureau of Reclamation. Its
purpose is to provide storage and del iver water to the Uncompahgre
Valley Water Users Association.

The Union Park Pumped Storage Hydroelectric Project will be operated
as a hydroel ectri c pumped storage facil ity to meet the servi ce needs
of electric util ities and to generate revenues to buy back power
during periods of low electrical demand to pump water from the lower
to the upper reservoirs. The water in Union Park Reservoir is then
conveyed to the South Platte River Bas.in for municipal uses, or used
to generate electricity with the hydroelectric Turbine/generator
during periods of high electrical demand as the water is returned to
the lower reservoir.

5. Willow Creek Collection System and Tunnel
Water from Willow Creek and its tributaries can be diverted by
gravity to Union Park Reservoir through the Willow Creek Collection
System and Tunnel. This gravity system will save the cost of power
to pump the same water from Taylor Park Reservoi r. Thi s system is
comprised of diversion facilities, open channels and a tunnel
carrying water from Bertha Gulch, three unnamed tributaries of Cow
Creek, and Willow Creek. A plan view of this system is presented in
Figure / 1-4.

-9-
