The plan would also be adaptable
for pump storage power operations.

The principal Federal features would be two storage dams and
reservoirs, two powerplants, one power afterbay, one power forebay,
one cliversion dam, conduits, tranBlDission lines, and substations.

.

Water regulated in the upstream Idylwilde Reservoir (180,000
acre-feet) would be clischarlled through the IdylWilde Fowerplant
(24,000 kilowatts) and be reregulated in the Kinnikill1ck Afterbay
(1,000 acre-feet). About 8 miles downstream the Rustic Diversion
I8m would divert water via the 11. 5-mile Elkhorn OJndui t to the
Cache la Poudre Forebay (5,400 acre-feet). Releases from the
forebay would enter a 5,OOO-foot pressure tunnel to the Cache la
Poudre Powerplant (250,000 kilowatts) which would discharge into
the termiDSl Grey Mountain Reservoir (220,000 acre-feet). Tbis
reservoir would also have capacity for storage and reregulation
of municipal and industrial water and for transferred plains
reservoirs.

The estimated total project cost is $ll1,loB,OOO, and the
annual operation, maintenance and replacement expenses $655,600.
These costs have been allocated as follows:

Total

Project Costs

$ 88,342,000
6,244,000
5,197,000
192 ,000
5,466,000
5,667,000

$111,108,000

Annual
OM&R Costs

Power
Mmicipal and Industrial water
Irrigation
Flood control
Fish and wildlife
Becreation

$6116 , 400
2,600
2,100
100
2,100
2,300

$655,600

Approximately 91 percent of the project costs are reimburs-
able aDd their amortization is attainable wi thin a 50-year period
after completion.

The benefit cost ratio is 1.45 to 1 for the project. Idy1wilde
Inm and Reservoir, if constructed first, could be used initially for
same functions such as irrigation, recreation, municipal and industrial

.

2

Revised 6/26/63
