<br />Attainment 01' these obJectives will necessitate Federal
<br />construction 01' water storage and power facilities and actions by
<br />local interests such as transferring of water rights, abandonment
<br />of same existing reservoirs, consolidation of certain other
<br />existing reservoirs, and other actions leading to the conservation
<br />and better use of water.
<br />
<br />The planned power function is ull1que in that it would be
<br />operated principally for peaking. The plan would also be adaptable
<br />for pump storage power operations.
<br />
<br />The principal Federal features would be two storage dams and
<br />reservoirs, two powerplants, one power afterbay, one power forebay,
<br />one cliversion dam, conduits, tranBlDission lines, and substations.
<br />

<br />
<br />Water regulated in the upstream Idylwilde Reservoir (180,000
<br />acre-feet) would be clischarlled through the IdylWilde Fowerplant
<br />(24,000 kilowatts) and be reregulated in the Kinnikill1ck Afterbay
<br />(1,000 acre-feet). About 8 miles downstream the Rustic Diversion
<br />I8m would divert water via the 11. 5-mile Elkhorn OJndui t to the
<br />Cache la Poudre Forebay (5,400 acre-feet). Releases from the
<br />forebay would enter a 5,OOO-foot pressure tunnel to the Cache la
<br />Poudre Powerplant (250,000 kilowatts) which would discharge into
<br />the termiDSl Grey Mountain Reservoir (220,000 acre-feet). Tbis
<br />reservoir would also have capacity for storage and reregulation
<br />of municipal and industrial water and for transferred plains
<br />reservoirs.
<br />
<br />The estimated total project cost is $ll1,loB,OOO, and the
<br />annual operation, maintenance and replacement expenses $655,600.
