Aspinall for guiding the Colorado River Basin Project
legislation through his Committee and through the House of Representatives.

Additionally, I am sure you know that Colorado was ably represented and
Congressman Aspinall fully supported by the Director of the Colorado Water
Conservation Board. Indeed, Fel ix Sparks played a most vital role in the
interstate negotiations which preceeded the House Interior and Insular Com-
mittee's consideration of the legislation. Although I know that you recognize
the contribution which Hr. Sparks made, both in the negotiating stages and
In the coordination of effort toward House passage of the bill. I feel it
only fair and just to express our appreciation to you, as Governor, for the
very competent performance of your Water Conservation Board Director.

Too often the capable work'of your
or unappreciated by the citizens of the
Directors of this District, we want you
eiate the contribution which Mr. Sparks
of the many complex problems which have

department directors goes unnoticed
State.
