Of. this amount, an estilllB.ted $1,126,000 and <br />$1,591,050, representing. a 50-percent share of the separable'. <br />costs allocated to the recreation enhancelllent functions and the <br />itellls, not eligible for.cost sharing in the Che1'l'yCreek and Sand <br />Creek basins,.. respecti vely., . would be repaid With interest wi thin <br />50 years, or would be contributed in cash orin kind during <br />construction of the.projects. <br /> <br />An estimated $770,000 of the costs rep~able by non-Federal <br />interests for separable recreation costs in the Che1'l'y Creek basin <br />would be expended by non-Federal interests for purchase of water <br />to provide the initial filling of the recreation pool at the <br />Castlewood reservoir. This purchase would represent a contribu- <br />tion .in kind toward the non-Federal rep~ent obligation, leaving <br />an estimated $356,000 as the net sum 'of repaylllent. <br /> <br />The report recommends that the flood control improvelllents be <br />operated and maintained by the United States. In lieu of local <br />cooperation provided by Section 3 of the 1936 Flood Control Act, <br />local interests would be required to pay to the United States an <br />annual sum, or its present worth equivalent, for that portion of <br />the channel improvelllents which is apportioned to flood protection <br />as distinguished from reservoir operation. . The annual sum, which <br />would reimburse the United States for the cost of lands necessary <br />for the additional channel capacity and for a proportional share <br />of the annual cost of operation, maintenance, and replacelllent, is <br />currently estilllated at $208,800. <br /> <br />The report recommends that, following authorization of the <br />projects, detailed site investigations and designs be made to <br />define accurately the lands required, and that advance acquisi- <br />tion be made of title to such lands as may be required to pre- <br />serve the site against incompatible developments. The report <br />also recommends that the Chief of Engineers be authorized to <br />participate in the construction or reconstruction oftransporta- <br />t10n and utility facilities in advance of the proposed projects' <br />construction as required to. preserve such areas from encroach- <br />ments and avoid increased costs for relocation. <br /> <br />4 <br /> <br />. <br />
