A public'hearing, 'in connection with preliminary
examination studies of the Sand Creek basin, was held at Denver
on 4 October 1949. The purpose was to determine the views and
recommendations of local interests regarding flood and water
resource problems and possible improvements and to obtain data
which could be used in the study. Those testifying unanimously
favored measures to prevent flood, erosion, and sedimentation
damages such as occurred in the flood of 30 M~ 1948. Suggested
solutions included dams on tributaries in the upper basin,
channel cleanout or straightening, bank protection, or levees.

c. In response to a resolution by the Committee on Public
Works of the United States Senate, dated 14 June 1956, a review
study of the South Platte River basin was initiated. A public
hearing was held in Denver on 29 October 1957 to initiate the
review study. In general, local interests favored improvements
in the interest of flood control and water resources development,
but there was no unified agreement on specific improvements.
Suggested improvements for the Sand Creek basin included conserva-
tion treatment, small dams in the upper basin, channel improve-
ment, and bank protection. There was general recognition that
the complex water problems of the South Platte River basin required
extensive technical evaluation in terms of engineering and economic
feasibility.

d. A public meeting was held in Aurora on 30 April 1969 to
present the potential plans of improvement and to determine the
views of local interests. The meeting was attended by about 175
persons. Oral statements were made by about 22 speakers. The
potential plans of improvement were supported by officials of
Aurora, by representatives of civic organizations, and by down-
stream residents. Opposition to the potential plans of improvement
came generally from landowners in the project areas. Subsequent
correspondence indicated support from individuals and civic groups
and opposition from landowners in project areas.

e. A second public meeting on Sand and Toll Gate Creeks was
held in Aurora on 13 January 1972 to reaffirm the views of local
interests on the potential plans of improvement. The meeting was
attended by about 140 persons. Oral statements were made by
about 15 speakers. The views and comments at this meeting were
generally in consonance with the views presented at the 30 April
1969 meeting. The plan was generally supported by representatives
of A~ora, civic organizations, and downstream landowners.
Opposition to the plans of improvement came from landowners in
the project areas.

.

19

~~n

.~..
