A public'hearing, 'in connection with preliminary <br />examination studies of the Sand Creek basin, was held at Denver <br />on 4 October 1949. The purpose was to determine the views and <br />recommendations of local interests regarding flood and water <br />resource problems and possible improvements and to obtain data <br />which could be used in the study. Those testifying unanimously <br />favored measures to prevent flood, erosion, and sedimentation <br />damages such as occurred in the flood of 30 M~ 1948. Suggested <br />solutions included dams on tributaries in the upper basin, <br />channel cleanout or straightening, bank protection, or levees. <br /> <br />c. In response to a resolution by the Committee on Public <br />Works of the United States Senate, dated 14 June 1956, a review <br />study of the South Platte River basin was initiated. A public <br />hearing was held in Denver on 29 October 1957 to initiate the <br />review study. In general, local interests favored improvements <br />in the interest of flood control and water resources development, <br />but there was no unified agreement on specific improvements. <br />Suggested improvements for the Sand Creek basin included conserva- <br />tion treatment, small dams in the upper basin, channel improve- <br />ment, and bank protection. There was general recognition that <br />the complex water problems of the South Platte River basin required <br />extensive technical evaluation in terms of engineering and economic <br />feasibility. <br /> <br />d. A public meeting was held in Aurora on 30 April 1969 to <br />present the potential plans of improvement and to determine the <br />views of local interests. The meeting was attended by about 175 <br />persons. Oral statements were made by about 22 speakers. The <br />potential plans of improvement were supported by officials of <br />Aurora, by representatives of civic organizations, and by down- <br />stream residents. Opposition to the potential plans of improvement <br />came generally from landowners in the project areas. Subsequent <br />correspondence indicated support from individuals and civic groups <br />and opposition from landowners in project areas. <br /> <br />e. A second public meeting on Sand and Toll Gate Creeks was <br />held in Aurora on 13 January 1972 to reaffirm the views of local <br />interests on the potential plans of improvement. The meeting was <br />attended by about 140 persons. Oral statements were made by <br />about 15 speakers. The views and comments at this meeting were <br />generally in consonance with the views presented at the 30 April <br />1969 meeting. The plan was generally supported by representatives <br />of A~ora, civic organizations, and downstream landowners. <br />Opposition to the plans of improvement came from landowners in <br />the project areas. <br /> <br />. <br /> <br />19 <br /> <br />~~n <br /> <br />.~.. <br /> <br />
