Comments by "Source"

This section contains the coriunents as they were received and entered into a public
comment file. Each comment is prefaced by a "source code" to reference the meeting or
letter from which it originated. Entire paragraphs within letters were entered as a
comment in hopes that its context would be apparent. The comments were then coded
as to the issue or concern it referred to. The "Item Code" adjacent to the
comment (left margin) corr<<sponds to the Item number (1 - 22) under which it the
comment is discussed in Chapter 4 of the Scoping Report. The comment is repeated if it
related to more than one issue.

For. comments obtained at one of the 5 meetings, the source code indicates both
the particular meeting and number of the comment, as recorded on. the flip charts
created during the meeting:
- Meetings 1 and 2 were in Gunnison on May 19
(for meeting 2 comments, the code also indicates which of three groups recorded
the comment, i.e., "2.3. 11." indicates that the comment was the eleventh one
recorded by group 3 in the second Gunnison meeting.
- Meetings 3 and 4 were in Montrose on May 20
Meeting 5 was in Delta on May 21.

For written comments received during the scoping period, the source code
identifies the individual, organization, or agency providing the input. It also directs the
evaluator to the page and paragraph of the original letter. A listing of the codes and the
correspondence from which the comment was obtained (reference) follows.
