Evans <br />eWeB Director <br /> <br />DATE: <br /> <br />January 18,2000 <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />RE: Agenda Item 23j, January 26-27, 2000 Board Meeting- <br />Colorado River Basin Issues - Animas-La Plata Project <br /> <br />Based upon the recent delivery of the Draft Supplemental Environmental Impact <br />Statement (DSEIS) for the Animas-La Plata Project (ALP) we will add a proposed action <br />item for this Board Meeting. For background, I have attached a recent newspaper 810ry <br />from the Denver Post and the Bureau's letter transmitting the DSEIS and describing the <br />public hearing and comment schedule. I have also attached a draft letter that Greg <br />Walcher wants to review with Governor Owens. <br /> <br />Since comments are due March 17, 2000, this may be our only meeting to review <br />the ALP issues and take action before that deadline arrives. Therefore, I will invite Pat <br />Schumacher from the Four Comers Division Office of the Bureau of Reclamation to brief <br />you. I will also prepare a resolution for your consideration based upon our previous <br />support for this project and implementation of the 1986 Colorado Ute Settlement Act. I <br />will propose that we I) support the structural alternative preferred in this DSEIS, 2) <br />support the pending federal legislation to implement that preferred alternative (HR-3112), <br />3) urge Congress to schedule hearings as quickly as possible on that legislation, 4) <br />continue to explore the opportunity to pay for additional storage capacity in this project, <br />depending on its cost, and 5) encourage the Western States Water Council to join us in <br />urging the completion of this project. <br /> <br />, <br />j <br />~ <br />~ <br /> <br />Attachments <br /> <br />L:IWCTRANS/dd/23j ALP.doc <br />L:\boardmem\jan2000\23j ALP <br />
