OQ0930 . . . . h ,. l~li". j i The Greetville-Carbondale Water Association, Inc. is authorized to furnish water only to the stock- holders of said corporation and to no other person. Powers and Authorities: The Greetville-Carbondale Water Association, Inc. does not have the right of eminent domain. The right of eminent domain is not required by the Association because the land acquis- ition, easements, and rights-oI-way that is required is owned primarily by the stockholders of the Assoc- iation. Land that is not owned by Association stockholders is either owned by Las Animas County and controlled by the County Commissioners or owned by the City of Trinidad. The Association does have or will obtain permission to construct and maintain water facilities on these lands. The Assoc.i.ation does not have any taxing power, but does have the power to assess the stockholders to pay its debts or obligations. The Association has the authority to enter into contractural arrangements with the Colorado Water Conservation 11 ~~'~".~.';..
