The amortization schedules for the alternate water

systems and an interest rate of one or two percent

clearly point out the need to obtain a minimum of

90<;;' grant for the construction of the proposed pro-

ject and the lowest interest rate for the longest

term possible for the loan on the remainder of the

monies needed.

The average income of the stockholders is around

$4,000.00 or two-thirds of the income that is recog-

nized nationally to be at the poverty level. The

rates that are determined on page 62 and 63 of this

report stress the need to obtain a maximum grant and

the cheapest money available for the construction of

the proposed project in order to keep the monthly

charge for domestic water in line with the Association

stockholder's ability to pay as well as in line with

the average cost of domestic water in the Trinidad

area.
