I

I

o
CJ1
~
-.J

I

The December, 1981 Plan version is being maintained as
an Appendix to the Plan to provide a historical
baseline condition, while the June 1985 version of the
Policy Plan (Volume II) has received minor changes.
Modifications to the Policy Plan since the June, 1985
version are readily discernible, utilizing underscoring
to display new material and over striking to denote
material deleted in the Policy Plan (Volume II).

I

I

I

This new format will provide both detailed information
supporting the adoption of the policies as well as the
framework for decision making on activities which have
the potential to degrade the Region's water quality.
It will also serve as the basis to identify actions
which should be taken to correct existing water quality
problems.

I

I

B. Issues

I

Issues to be addressed in the 1986 NWCCOG Plan Update
are defined as a result of testimony received during
hearings conducted by the Colorado water Quality
Control Commission. The Commission iderrtified seven
areas where the NWCCOG 208 Plan was considered to have
a shortcoming, including:

I

I

o

Lack of Designated service areas.

o

Lack of inventories of wastewater treatment
facilities or their expansion needs.

I

Lack of an updated water quality assessment of
various state waters.

o

I

o

Lack of a non-point source impact assessment.

I

o

That management agency designations fail to follow
State policy of designating general purpose local
governments as the management agencies instead of
various special districts.

I

Lack of a wasteload allocation plan for the Fraser
River.

o

I

o

The plan includes elements that go beyond the
purview of the Commission to endorse in its role
of protecting surface water quality (this point is
assumed to address Policy 2 pertaining to Water
Use and Development).

I

I

2.2

I

~

'i

;-;

")

',:;
:i

~~

,,' - --"
-,,,,,._~ ,'" . i_ ..
