Executive Summary <br /> <br />A. Overview <br /> <br />The 1986 Plan Update presents the NWCCOG 208 Plan in a <br />substantially new format, while making minor revisions <br />to the policies used in implementing the plan. The <br />primary purpose of this revised format is to present <br />the documentation for NWCCOG 208 Plan adoption and <br />implementation efforts in a single consolidated package <br />and to incorporate all changes and new information <br />which has become available since the Plan was adopted <br />in 1979 and 1981. It is meant to be the current <br />working document for maintaining and improving water <br />quality in the Region consistent with the requirements <br />of the Clean Water Act. <br /> <br />The 1986 Plan Update is described in two volumes and a <br />set of eleven technical appendices. Volume I describes <br />the water quality program development in a format <br />similar to the specific items contained in Colorado's <br />guidelines for areawide water quality management <br />planning. Volume I draws on material contained in <br />previous 208 Plan submittals which were presented in a <br />policy plan format (Volume II) and from technical <br />appendix material. Volume I provides supporting <br />information for the development and adoption of <br />policies for water quality management currently in <br />practice in Region XII and provides an update of the <br />status of water quality programs which have taken place <br />since the adoption of the plan in 1979. <br /> <br />Volume II is presented in a policy plan format and <br />describes the program recommendations to protect and <br />enhance the level of water quality consistent with the <br />requirements of the Clean Water Act. This volume is <br />intended to provide the direction for water quality <br />decisions resulting from activities which have the <br />potential to generate both point and non-point sources <br />of water quality degradation in the Region. This <br />volume of the plan is organized around 10 policies <br />which will lead to maintaining and improving water <br />quality in the Region. Under each policy, <br />administrative guidelines are presented for use by <br />agencies who have and will continue to implement the <br />plan.
