Soap Park rescr-

voir will have to be stocked. i';bat is the compariBon between

the species situation 'and the amount of stocking now and the

proposed situation?
A number of additional factors should be included in

the cost analyses for this project, we believe. It's really

hard for us to tell what the project is doing, actually. AS

8omeone~as pointed out, ~m don't have these figures at all.

If these that I'~ about to list are all in, that's fine. but!

would venture to say, most of them are npt. Some specific items
,we feel should be shown: value of elk and deer herds in this

area annually. and the economic losses over the life of the pro-
, '

ject which would come about due to reductions of the herds.

. Costs of private land acquisition program, beingpr"lpared by the
Fiah and Wildlife Service. Cost of stocking the reservoir. whic

would not be necessary without the project. Costa! recreation
facilities maintenance. Dollar lOSSeS of fishing in Curecanti

Creek and Crystal Creek. Cost of downstream increased salinity.

~his matter boila down to the questions of whether the pUblic

will end up benefiting more from this project than we are payin ,

or vice versa. Without items like the above included in actual

project cost calculations, this question cannot really be

an.sw13red.
