~
,..-
-~. .

~,
'~
c

Region 3, U. S. Bureau of: Reclalll8tion, the organization charged
with responsibility f:or the actual operation of Hoover Dam, is re-
quired to keep the District Engineer, Corps of Engineers, inf'ormeli
of such hydrologic and hydraulic data, together with current inf'low
forecasts, as are necessary to accomplish the f:lood-control operation
of Hoover Dam. SpeCifically, such data, which are processed by the
River Control Engineer of the Bureau of Reclamation, include (1)
water equivalent of snow in the drainage area; (2) accumulated pre-
cipitation amounts; (3) inflow, outf:low, and storage at lakes Mead
and Powell and at Flaming Gorge, Navajo, and Blue Mesa Reservoirs;
(4) upstream diversions to other watersheds; and (5) 'permissible
release rates. During normal periods, this inf'ormation is trans-
mitted by regular l118il; but during emergencies, telephone, telegraph,
or air mail are used. The inf'ormation received from the Bureau of
Reclamation is analyzed by the Control Group, under the supervision
of the Chief, Regulation and Meteorology Section. Releases deter-
mined by the Bureau of: Reclamation are verified and recommendations
made when required.

44. MOdification of: flood-control regulations.--The District
Engineer may temporarily modify the flood-control regulation for
Hoover Dam (Appendix A), it: necessary, in time of emergency. Re-
quests for, and action on, such modit:ication are made by any avail-
able means of communication to the Regionsl Director, Region 3,
United States Bureau of: Reclamation, and the action taken is con-
t:1rmed in writing the same day to the office of the Regional Director.
In the event of danger of major damage to or failure of Hoover Dam,
downstream dama, or levee systema, the Bureau of Reclamation may
temporarily adjust releases required by the flood-control regulations
pending action by the District Engineer on the request for approval
of such adjustment. Revisions to the tables of minimum average
releases for flood control, as contained in the flood-control regu-
lations for Hoover Dam, may be made when necessary with the mutual
consent of the Corps of Engineers and the Bureau of Reclamation.

PERTINENT DATA

45. General. --The basic inf'ormation and fundamental operating
curves necessary for the flood-control operation of Hoover Dam are
given in the following plates;

a. Plate 12 - Elevations and storages for flood control. '

b. Plate 13 - Hoover Dam and Powerplant.

c. Plate 14 - Hoover Dam and appurtenant works.

15
