Record of Hoover Dam operstion. --A record of the inf~ow,
outf~ow, and storage at Hoover Dam tor the period ~935 through June
1961 is shown on plate 9 (5 sheets). There were onl;y two times
during the 20 years of operation when releases in excess ot power
and irrigation requirements were made tor flood control. During and
after the ~94~ flood season, it waa necessary' to make tlood-contro~
releases in order to prepare for the succeeding spring runoff. In
1952, it was also necessary to make flood-contro~ re~eases, commenc-
ing ~4 April, in preparation for the aucceeding spring runoff and
in order to meet the necessary' minimum f~ood-control storage space
requirement of 2,500,000 acre-feet on ~ August, which appJ.ied at
that time.

110. Multiple-purpose operation. --In determining the priority
of various interests when planning releases trom Hoover Dam, the
provisions ot the Boulder Canyon Project Act are followed. The Act
states that the project will be used, first, for flood contro~j
second, for irrigation and domestic useSj and third, for power.
Long-range schedules tor water releases are prepared for periods ot
l2 to 18 months commencing on ~ January, when the tirst. runoft fore-
cast is available. Monthl;y releases are planned to equa~ or exceed
anticipated irrigation and domestic water requirementa and to satisty,
the treaty requirements of the Mexican Government. They are contin-
ually revised as the accuracy of the forecast increases.

l!.l. During years when inflow rates are high and flood-control
operations are necesaary, releases are made as specified in the
f~ood-contro~ regulations tor Hoover Dam. If the amount. of water to
be released tor tlood control can be used for power generat.ion,
releases are made to conform with generation schedules furnished by
power users. Under these conditions, water requirements for irriga-
tion are satisfied by the power releases as dictated by flood-contro~
requirements.

i!2. During years when intlow rates are low, irrigation and
domestic water requirements are met. Every effort is alao made to
produce the tirm energ;y entitlementj however, during low-inflow
periods power production may be restricted.

,43. Organization for flood-contro~ operations. --The organization
in the Los Angeles District relevant to the flood-control operation
of Hoover Dam is shown on plate ~O.
