<br />. <br /> <br />. <br /> <br />various types of projects, programs, and activities rather than list individual projects or actions. <br />Also, non-listed species could be addressed in the permitting process through the Implementation <br />Agreement. Mr. Scaggs stated that the "No Surprises" policy would only be available to Section 10 <br />coverage, it would not be available to Section 7 coverage. The issue of ''No Surprises" for Federal <br />projects is troubling. For example, how can long-term operations be assured without the concern <br />that changes may be required in order to meet some future but as yet unknown, species requirement? <br />In addition, the question of who will be responsible for the costs of any future species recovery <br />efforts remains WI8I1SWered. Will all future costs be covered by the Federal Government or will they <br />be passed on to Non-Federal entities? Mr. Scaggs indicated that he would send a follow-up letter <br />to Mr. Zimmerman summarizing his presentation. <br /> <br />With regard to the issue of the Colorado River Delta within Mexico, last month it was <br />reported that Reclamation was considering a study of fish and wildlife resources of the Lower <br />Colorado River region in Mexico. Reclamation is attempting to schedule a workshop, through the <br />United States Section of the International Boundary and Water Commission, in late January to <br />determine the interest of the Mexican Government. <br /> <br />Glen Canvon Adantive ManalJement <br /> <br />The Glen Canyon Adaptive Management Technical Work Group (TWG) met on <br />December 8" and the Glen Canyon Adaptive Management Work Group (AMWG) will be meeting <br />on January 12'" and 13". At its meeting, the TWG considered the Five-Year plan for the program <br />and the fiscal year 2000 budget for the program. Concern was expressed by many TWG members <br />that the Five- Year program, as presented, appears to be going beyond the goals established for the <br />program through the Grand Canyon Protection Act, the Environmental Impact Statement and the <br />Record of Decision. The TWG agreed to forward the Fiscal Year 2000 proposed budget to the <br />AMWG for consideration and recommendation to the Secretary. The Five-Year Plan will be <br />reconsidered by the TWG in February and presented to the AMWG for consideration at it's July <br />meeting. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Prol!lllIl1 <br /> <br />Last month I discussed the status of activities related to the Atlas Corporation's <br />uranium mill tailing pile near Moab, Utah. On Monday, November 23n1, Secretary of the Interior, <br />Bruce Babbitt, Utah's Governor, Mike Leavitt, and other congressional representatives toured the <br />site. Secretary Babbitt indicated that "...the best solution on how to deal with the toxic heap is to <br />transferregulatory responsibilities from the Nuclear Regulatory Commission to the U.S. Department <br />of Energy .n Under jurisdiction of the Energy Department, federal funds could be obtained to remove <br />the mill tailings. <br /> <br />4 <br />
