<br />COLORADO IJEST AREA 208 PROGRAM <br /> <br />The Colorado ~'Iest flrea Council of Governments (COG) has been desiqnated <br /> <br />as a 208 area\;ide waste treatment management nlanninn anencv. This program <br /> <br />is 100 percent funded by the U. S. Environmental Protection Anency (EPA) <br /> <br />and is designed to develop a wastewater management plan for Garfield, ~esa, <br /> <br />Rio Clanco, and Moffat Counties through specification of controls on both <br /> <br />point and nonpoint sources of pollution and an institutional framework to <br /> <br />implement these controls. The Study Area vias selected for 2i13 planning <br /> <br />because of the potential impact of energy development and agricultural <br /> <br />activities in the area. <br /> <br />This 203 planning process, which was initiated in April 1976 and will <br /> <br /> <br />be completed in two years, follows the completion of a series of 303(e) river <br /> <br />basin plans for the area and is being conducted simultaneously with a number <br /> <br />of 201 facilities plans_ The 303(e) plans delineated broad areas of poten- <br /> <br /> <br />tial water quality impacts and the 201 facilities plans are directed towards <br /> <br />construction of municipal wastewater treatment systems. The 2nq plannino <br /> <br />process fills a unique link between these other tVIO planning efforts in that <br /> <br />nonpoint source problems must be addressed and an institutional framework <br /> <br />will be established for implementinn theplan.
