Net benefits from the project to the people of <br /> <br /> <br />Colorado will amount to more than $8,000,000 annually. The project <br /> <br /> <br />will provide great benefits to the people of Colorado for generations <br /> <br />to come." <br /> <br />"Opponents of the project concede that regulation of the <br />lower South Platte River is desirable, but waut the project restudied <br />for the purpose of constructing a dam or dams at some other location. <br />Congress has plainly stated in the authorizing legislation that the dam <br />is to be constructed at the Narrows site and has placed a ceiling on <br />the authorized financial expenditures. A major change in the project <br />plan at this time would almost certainly require congressional <br />reauthorization and additional expenditures. Because of the time <br />element and other critical factors, further delay of the already long <br />delayed project poses a formidable and unacceptable risk." <br />"In government, as with all htunan events, debate must ulti- <br />mately stop and a decision must be made. I believe that unless we make <br />a decision to support the Narrows Project at this time, we may lose <br />the project or any proposed alternate. .1 do not choose to take this <br /> <br />risk." <br /> <br />And the Governor added, "The distressing aspect of this and <br />other similar projects is the displacement of the people in the reser- <br />voir area. I am requesting the responsible federal agencies and <br />directing the responsible state agencies to take every possible action <br />to insure that this displacement occurs with the least possible dis- <br />ruption of the lives of the people involved." <br /> <br />-2- <br />
