<br />>< <br />.. <br /> <br />. <br /> <br />. <br /> <br />l <br /> <br />The observed April through July 2002 unregulated inflow into Lake Powell was 1.115 maf, <br />which is 14 percent of the 30-year average for the period 1961-1990. The final August 29, 2002, <br />projected unregulated inflow into Lake Powell for the 2001-02 water year was 2.943 maf, or <br />24 percent of the 30-year average. <br /> <br />The Lower Division States' estimated consumptive use of Colorado River water for calendar <br />year 2002, as estimated by Board staff, totals 8.693 mafand is projected as follows: Arizona, 3.102 <br />maf; California, 5.286 maf; and Nevada, 0.305 maf. Unmeasured return flow credits of 0.248 maf <br />would reduce the total amount of projected consumptive use to 8.445 maf. All three Lower Basin <br />states increased their consumptive use of mainstream water due to a drought condition. Arizona <br />started in August banking of mainstream water on behalf of the State of Nevada in the Arizona <br />Water Ban1e <br /> <br />For calendar year 2002, it is estimated the Central Arizona Project (CAP) will divert 1.661 <br />maf, of which 0.358 mafis to be credited to the Arizona Water Bank, and The Metropolitan Water <br />District of Southern California (MWD) will divert 1.248 maf. <br /> <br />The preliminary August 2002 end-of-year California agricultural consumptive use of <br />Colorado River water under the first three priorities and the sixth priority of the 1931 Califomia <br />Seven Party Agreement is 3.979 maf. This estimate is based on the collective use through July 2002 <br />by the Palo Verde Irrigation District, the Yuma Project Reservation Division (YPRD), the Imperial <br />Irrigation District, and the Coachella Valley Water District. Figure 1, found at the end ofthis report, <br />depicts the historic projected end-of-year agricultural use for the year. <br /> <br />Colorado River ODerations <br /> <br />2003 Annual Operating Plan <br /> <br />Discussions related to the 2003 Annual Operating Plan for the Colorado River System <br />Reservoirs (2003 AOP) is continuing. Reclamation's final consultation meeting with the Basin <br />states' representatives and others is scheduled to be held on September 19, 2002. It is anticipated <br />that Reclamation's proposed 2003 AOP wi1\ contain the following determinations: <br /> <br />. <br /> <br />UDDer Basin Delivery: The minimum objective release criterion will control the <br />annual release from Glen Canyon Dam during water year 2003 in accordance with <br />Article 11(2) of the Operating Criteria unless spill avoidance and/or the storage <br />equalization criteria in Article 11(3) is controlling. <br /> <br />. <br /> <br />Lower Basin Deliverv: For operation of Hoover Dam, the Full Domestic Surplus <br />condition is the criterion governing the operation of Lake Mead for calendar year <br />2003 in accordance with Article 1II(3)(b) of the Operating Criteria, Article I1(B)(2) <br />of the Decree and Sections 2(8)(2) and 7 ofthe Interim Surplus Guidelines, provided <br />that the QSA is executed consistent with Section 5(B) of the Interim Surplus <br />Guidelines.
