An agreement with Carson River water users for exchange <br /> <br />of water on the Carson'River salvaged by Washoe project works <br /> <br />for natural flow water of the Carson River. <br /> <br />A joint C~ifornia-Nevada. Interstate Conq;>act Connnission has been <br /> <br />formed to settle water rights of the States on the Truckse, Carson, and <br />W~ker Rivers. The early completion of the compact would be of material <br /> <br />help in preconstruction activities for the Washoe project. <br /> <br />Work is progressing on the solution of problems and agreements and <br /> <br />a Definite Plan Report is being prepared and should be completed late in <br /> <br />F.Y. 1958. Soon after the report is approved, construction will get <br /> <br />underway and will probably cOllJlllence with the Stam;pede Reservoir on the <br />Little Truckee River. Constructiop of all project features is programed <br /> <br />for completion in about 10 years assuming funds will be appropriated for <br /> <br />that pUIpose. <br /> <br />Completion of the Definite Plan Report and construction of the proj- <br /> <br />ect will require close coordinated planning and EJ,ction on the part of <br /> <br />local, State, and Federal agencies. The loc~ al'iencies will be primarily <br />concerned with the formation of a Conservancy District, with many of the <br /> <br />agreements previously ment:l,oned, with repayment and operating contracts, <br /> <br />and with many coordinating details of a multi-purpose project of this <br /> <br />siz:e. The States of C~ifo:rnia and Nevada. will be most interested in <br /> <br />the water rights, water right agreements, the relationship of the proj- <br /> <br />ect to the forthcoming compact, and to the fish, wildJ.ife, and recrea- <br /> <br />tional aspects of the project. <br /> <br />8 <br />
