A recon-
nais, sance report on the project was completed in February 1951. lllis report
presented for comparative purposes several potential plans of development to
regulate Truckee River water for flood control, power, and irrigation. ~e
project was lat,er expanded to include the, Carson River Basin since joint
development of the basins afforded broader possibilities for expanded irri-
gation, flood control, and power development and appeared to be more eco-
nomically justified. ~e investigation of the two basins was continued,
and during mecember 1952 a status Report presenting three alternative
plans for developing the water resQurces of the two basins was completed
and released. ~is report was forwarded to interested Federal, state, and
local agencies and groups to determine which of these plans or combination,
of plans would be the most desirable to a majority of the water users con-
cerned. On the basis of the desi:res and recommendations obtained, a single
plan of development representing the initial phase 01' the ultimate develop-
ment of the basin was adopted for further study. ~i$ plan was presented
in a preliminary draft of the Washoe Feasibility Report of January 1954.
llle report was later revised to reflect comments received from Federal,
State and local interests and republished as the Washoe Project Feasibility
Report of September 1954, which subsequently became the basis of project
authorization by Congress.
llle plan in the September 1954 report provided that in the Truckee
River 'Basin Stampede Reservoir on Little Truckee River would be built to
