Time did not permit this. Instead, criteria was used <br />which a~pears reasonable for a study of effect. ,The assUll\Ptions <br />weref (1) there is water demand in the tributaries, (2) winter <br />storable flows exist high enough in the basin to allow development, <br />and (3) the magnitude of available storable flows would not exceed <br />10 Percent of winter tributary outflows as measured by the gages <br />,Just upstream from their confluence with the South Platte River. <br /> <br />I <br />TRANSITIONAL REMARKS BY MR..
