SJ-C for MRGCD that was used in 1999 to meet supplemental irrigation demands in
the middle valley, Total SJ-C water under contract in 1999 was 40,155 AF,

Due to significantly higher than normal flows on the main stem of the Rio Grande, the
MRGCD did not borrow any SJ-C water from Abiquiu in 1999. However, weekend
rafting releases from EI Vado were provided in July and August of this year, These
weekend releases represented the pay back of SJ-C water borrowed from both the
City of Santa Fe and City of Albuquerque by the MRGCD in past irrigation seasons,

Irrigation releases stopped on October 29, 1999, and winter operations began at this
time. On October 30, 1999 we began with releases from EI Vado of 150 cfs, the
flows were reduced to 135 cfs on November 12, and reduced further on December 15
to 100 cfs. Included in these flows was 50 cfs of native Rio Grande water, the
remainder being SJ-C water, Higher winter releases from EI Vado could not be
maintained due to limited availability of space to store SJ-C in reservoirs downstream
of Heron.

During the year, a total of 7,106 AFofstored water was available in EI Vado Reservoir
for potential use by the Six Southern Pueblos on their prior and paramount water rights
lands. The Pueblos made no call for this water in 1999,

Abiquiu Reservoir
Abiquiu Dam ana Reservoir is a U,S, Corps of Engineers facility. Public Law 97-140
authorized storage of up to 200,000 AF of SJ-C water in Abiquiu Reservoir,
Adjustments for sediment reduced the sum of the available storage allocations to
183,881 AF in 19.99. The amount of SJcC water in storage peaked on March 31 at
182,215 AF and ended the year at 176,271 AF, Accounting of SJ-C water by entity
is on page 27, and a newtable of reservoir operations is shown on page 28,

Construction on Abiquiu Gates limited releases to approximately 70 cfs from
November 1, 1998 through April 1 , 1999.

Reclamation had estimated the.l 990 - 1 998 aocumulated sediment inflow into Abiquiu
at 10,953 AF, A Corps of Engineers' 1998 survey determined the actual amount of
sediment that had accumulated in Abiquiu between 1990 - 1998 to be 5,723 AF, The
Corps of Engineers' survey became effective as of December 31, 1998, As such, the
1998 end of year values for both accumulated sediment and Rio Grande content were
adjusted accordingly in Table 11 A. Reclamation has recalculated sediment deposition
rates based on inflow, and has summarized its findings in a report which is now in its
final stages of peer review, Once the report is finalized 1999 SJ-C accounting for
Abiquiu, Cochiti and Jemez reservoirs will be adjusted to reflect these new methods
for estimating accumulated sediment.

Iii
