(1) some of the unusable State line flow of October-Decem- <br /> <br />bel' could have been impounded., thus reducing the wastes passing Garden Oi ty. <br /> <br />without thereby interfllring with irrigation needs or uses in Kansas, or the <br /> <br />filling of lake McKinnie; and (2) with such a larger volume in storage. the <br /> <br />diversions in both States during the summer of 1943 could have been'inoreased, <br /> <br />end the Kansas oredit. thus increased above 66.400 ill',' probably could have <br /> <br />been supplied in full. <br /> <br />11. Q.' Had the Patterson plan been effecti va during the past winter, <br /> <br />what muld have been the interstate relations? <br /> <br />A. Water supplies during the pa.st winter were materially less than <br /> <br /> <br />during the preceding winter seasan. - diversions in Colorado v.ere 247.300 AF <br /> <br />compa.red to 336.800 AF the previous winter. A fourth attached but unnumbered <br /> <br /> <br />Table sUll1lllarizes the data for the water year of 1943 and subsequent months to <br /> <br />date. <br /> <br />Total State line flow last winter, all usable. was 35.800 ill'. or <br /> <br />lli.4% of the Colorado diversions. The Kansas credit. a.t 12.4%. was 30,700 <br /> <br />Ai. indicating an over-delivery of 5,100 AF. Since Caddoa sta.rted storing in <br /> <br />December. as soon as direct irrigation needs in District 67 had ended, the <br /> <br />over-delivery vm.s unpreventable, being due to tributary inflows and return <br /> <br />flows entering the river below Oaddoa. <br /> <br />Had the Patterson plan become effective October 1. 1942, the <br /> <br />under-delivery of 8,700 ill' during the water year 1943. would have been reduced <br /> <br />(9) <br />
