This Table il-

lustrates the way in which, by a simple system of continuous accounting. the

status of the interstate relations may be asoertaine d at e:n.y one ti~, and

may periodically be agreed upon, say at the close of each summer and, winter

season.

12. Q. Expressed in terms of the total and usable main river supplies

entering District 14. what are trE total diversions of ditches in Districts

14. 17 e:n.d 67. and total and usable State line flows entering; Kansas?

A. This question cannot be fully answered. because there is no

streron gaging station at the upstream boundary of District 14. and no way of

segregating; the total flow at that point.' as between total flows and usable

supplies~ Estimates based on the recorded average flows at Canon City

(514.300 AF) and Pueblo (500.900 AF) with deductions for imported supplies.

additions for quantities bypassed around the stations. and allov.ances for in.

tervening diversions from and inflows to the river. indioate a total flow en-

tering District 14 via the main river averaging about 565.000 AF annually,

during 1900.1942.

This river flow entering District 14. while normally divert-

ible by dOl'l1stream ditohes. is at times of major floods, end abnormal rainfall

periods, rendered undivertible to some uncertain extent. As a preliminary

guess (based on previous Caddoa operation studies) the usable main river flows

entering District 14 may be assumed to average 485.000 AF annually.

Since the aggregate diversions from the river. exclusive of im.

portations, of all irrigating di tohes in Di stricts 14. 17 and 67 during the

same period averaged 857.000 AF annually, it follows that diversions from

( 10)
