(In a conversation with USBR officials earlier I <br />had gleaned the same information and learned that USBR and F&WS <br />wanted to start the process by appoi nti ng small committees tIT. <br />accomplish various interrelated tasks relative to the over-all <br />process described in the September 28th letter from USBR to F&WS.) <br /> <br />Sammy Maynes said that Colorado should not oppose New Mexico's <br />demand that 400 cfs should be released as a minimum flow from Navajo <br />ReservDir during the 5-year research period for trout in lieu of <br />300 cfs as specified in the USBR-F&WS agreement because Colorado <br />needs lev Mexico's support. I agree that we do need New Mexico's <br />support. I will be surprised if New Mexico's demand is not opposed <br />byF &liS ff)r the following reasons: <br />B. a lot of difficult negotiations between the two Federal <br />agencies were required before the 300 cfs agreement, which <br />was based upon many hydrology studies, was reached; <br />b. New Mexico's demand for 400 cfs releases is really not for <br />maintaining the trout fishery below Navajo Dam but is for <br />the purpose of running a small hydroelectric power plant <br />~hat was installed by the City of Farmington two or three <br />years ago, and for which Farmington does not have a viable <br />quantified water right from the San Juan River or ownership <br />of storage water in NavajO Reservoir; <br />
