<br />'-'."-- ,""-~' <br /> <br />- ,-, -' '. ~ <br />- ; t"l.~' <br /> <br />,~+.:!,- <br /> <br />j"'~' <br /> <br />. <br /> <br />- 7 - <br /> <br />canal as in the USBR September 28 letter and that Section 7 consulta- <br />tions be immediately initiated on all New Mexico Projects~ Bill Miller, <br />Director of the New Mexico Interstate Stream Commission, said that New <br />Mexico would not support Colorado's efforts to have a "reasonable and <br />prudent" alternative biological opinion developed for the entire A-LP, <br />New Mexico proposed that the USBR proposal should be modified to require <br />an evaluation (Section 7 consultation) and completion of all New Mexico <br />projects before construction of the irrigation facilities of the A-LP, <br />Following this surprise change of New Mexico's position, we agreed to <br />live under the USBR proposal. <br /> <br />It is my o~inion that the southwest Colorado water users and the <br />two I ndi an Tri bes wi 11 now agree to negoti a te a new "reasonab 1 e and <br />prudent" biological opinion under the process outlined in the USBR <br />letter of September 28. I also believe, from contacts made since the <br />October 3 meeting, that New Mexico's position will be supportive in <br />the end. <br /> <br />On October 9, 1990, two ~~tings were held in Salt Lake City. <br />The first meeting in the forenoon in the Hilton Hotel was for the pur- <br />pose of hearing a biological explanation by Rich Valdez of the environ- <br />mental relationships of the Colorado squawfish in the San Juan River <br />downstream from Navajo Dam. ~tteflding this meeting were the following <br />persons representing various iaterests in the State of Colorado: <br /> <br />Christine Mulick - Kogovset & Associates <br />Scott McElroy - Southern Ute Indian Tribe <br />Dan Israel - Ute Mountai~ Ute Indian Tribe <br />Sammy Maynes - SW Colorado Water Conservation District <br />
