Several meetings were held <br />during that interim. Apparently they were mostly for the purpose of <br />developing strategies for the appropriation by the Congress of construc- <br />tion funds for the Animas-LaPlata Project (A-LP) and for persuading the <br />Bureau of Reclamation (USBR) to influence the F&WS to change its jeopardy <br />... no-alternative biological opinion. Also,dis,c.ussions were he.ld.l'Iith <br />New #Cexico directed toward preparing a joint "reasonable and prudent" <br />alternative that might be acceptable to USBR and F&WS. These efforts <br />did not succeed. <br /> <br />:~~ <br />, <br /> <br />'. <br />",' <br /> <br />" <br /> <br />;-., <br /> <br />On September 26 a meeting was scheduled to be held in Farmington, <br />New Mexico, for the purpose of allowing a few technical and legal partici-' <br />pants to develop a revised proposal for a "reasonable and prudent" alter- <br />native to be presented to the USBR and F&WS by Colorado and New Mexico. <br />Sam ~a~nes, Ray Kogovse~, Chris Mulic~, Scott McElroy, Dan Israel, Lois <br />Witte, and I attended this meeting. Word of the meeting was publicized <br />in ~armington and a room full of citizens attended the meeting. They <br />were opponents of construction of the A-LP who claimed that they had <br />never been informed about meetings, had never been consulted about the <br />A-LP; and they wanted to be heard. The anticipated wor~ing session <br />beca&e a public hearing under the chairmanship of Mr. Al Utton, Chair- <br />man of the New Mexico Interstate Stream Commission.
