Goslin, Engineer Consultant <br /> <br />I <br /> <br />RE: Activities related to ~he Colorado Ute Indian Water Rights <br />Settlement Agree~ent and construction of the Animas-LaPlata <br />Project's endangered species problems. <br /> <br />Since my last report dated August 18 on the above subject there <br />have been a number of negotiation sessions and information conferences <br />that have involved representatives of the States of Colorado and New <br />Mexico, Bureau of Reclamation, Fish and Wildlife Service, Indian Tribes <br />(Ute Mountain Ute, Souttern Ute, Jicarilla Apache, Navajo), Southwestern <br />Colorado Water Conservation District, the major cities of southwestern <br />Colorado and northwestern ~e~ Mexico in the San Juan River Basin, <br />et!l. Some of the higtlights of these meetings will be mentioned <br />herein. <br /> <br />; ! <br /> <br />/il <br /> <br />\'". <br /> <br />-,;. <br />;, <br /> <br />;t:1 <br />"" <br />~ " I <br /> <br />On August 21, a small conference was held in Denver to brief the <br />attorneys for the Indian Tribes on the necessity for developing a <br />"reasonable and prudent- alternative to the jeopardy no-alternative <br />biological opinion of the Fish and Wildlife Service (F&WS) with respect <br />to the endangered Colorado squawfish in the San Juan River downstream <br />from Navajo Dam. Under the f&WS's no-alternative opinion, all water <br />resource development in the San Juan Basin would have to cease. <br /> <br />I <br />
