As stated in the response to comment 3, comply-
ing with minimum flow requirements as stipulated
in the Operating Principles should provide
adequate protection to the trout fishery In the
Fryingpan and Roaring Fork Rivers.

Section 4.3 has been changed to include only
Reclamation developments.

A Biological Opinion was issued by the FWS on
June IS, 1987, which provides for protecting and
enhancing Upper Colorado River endangered
fishes, Reclamation is committed to the
stipulations therein (see Chapter VI).
