Engineer <br /> <br />Small Projects Act <br />On August 6, the President signed the Small Projects Act <br />which authorizes the Secretary of the Interior to make loans <br />up to $5 million to state or local agencies to finance <br />construction of projects costing up to JIO million. However, <br />in signing the bill the President objected to a provision <br />requiring House and Senate Committee approval of proposed <br />contracts under the Act as "a clear violation of the <br /> <br />separation of the powers within the Government," and he <br />said the Secretary would only review proposals until the law <br />has been modified, probably at the next session of Congress. <br />Authorized Projects <br />Collbran Project.--Congress appropriated $1,000,000 this <br />fiscal year to begin construction on the Collbran project <br />with the stipulation that no major construction contraot <br />could be awarded until a repayment contract had been negotiated. <br />Local water users have done their part in meeting the <br />requirements. Designs and specifications on Vega Dam are <br />complete. The Bureau offices at the Washington, Denver, and <br />Field level are working to get inforlTIation in shape for <br />clearance of the Definite Plan Report. Next week representatives <br />from the different offices will meet in Salt Lake, where <br />we expect to get the information in final shape for clearance. <br /> <br />l?62 <br />
