The State Engineer shall be the executive officer in charge <br />of supervising the work of all division engineers. . .He has <br />executive responsibility and authority with respect to: <br /> <br />a. Discharge of the obligations of the state of Colorado <br />imposed by compact or judicial order on the office of the <br />state engineer; <br /> <br />b. Securing and implementing legal Opln10nS and assistance <br /> <br />regarding the work within his jurisdiction; <br /> <br />c. Coordinating the work of the Division of Water Resources <br />with other departments of the state government; <br /> <br />d. The supervision of employees in the office of the <br />Division of Water Resources; <br /> <br />e. Construction contracts, professional and technical con- <br />sultants and other contracts related to the operation of <br />the Division of Water Resources; <br /> <br />f. The keeping and preparation of records and investigations <br />as related to carrying out the functions of the Division <br />of Water Resources. incl udi ng water well 1 i censi ng; <br /> <br />g. Rulemaking for the Division of Water Resources; <br /> <br />h. <br /> <br />General <br />keepi ng, <br />state; <br /> <br />supervisory control over measurement, <br />and di stri but i on of the pub 1 i c waters <br /> <br />record <br />of the <br /> <br />i. Collection and distribution of data on snowfall and pre- <br />diction of probable run-off therefrom. <br /> <br />2. The State Engineer shall have authority to delegate to any <br />other person the obligation to discharge one or more portions <br />of the duties imposed upon him. <br /> <br />5 <br />
