R. S. <br />37-60-106 (1-16). <br /> <br />The board administers a $10 million revolving fund to support small <br />project construction. <br /> <br />The board is also directed to carry out an ongoing study of the states' <br />water resources and requi red to carryon a continuing study to achieve full <br />beneficial development of the waters of Colorado. <br /> <br />A 13 member board admi ni sters the agency. Three of those members are <br />appoi nted by the Governor, whil e the Attorney General, the Di rector of the <br />Department of Natural Resources, the State Engi neer and the Water <br />Conservation Director serve as ex-officio members. <br /> <br />Division of Water Resources <br /> <br />The Colorado State Engineer serves as the executive director of the <br />Division of Water Resources of the Department of Natural Resources. He <br />shares responsibility for the administration and control of water with the <br />judiciary through the district judge in each of seven water divisions of the <br />state establ i shed by statutes. The divi sions roughly correspond to the <br />drainage basins of the state. Also sharing some authority is the Colorado <br />Water Conservation Board, Colorado Pollution Control Commission and several <br />special districts to be addressed with later. <br /> <br />The Division of Water Resources includes a district engineer and water <br />commissioner for each of the seven water divisions of the state, the Ground <br />Water Commission, Irrigation District Commission and a Board of Examiners of <br />Water Well and Pump Installation Contractors. <br /> <br />Generally the state engineer has exclusive jurisdiction to administer, <br />di stri bute and regul ate the waters of the state.
