R. S. 37-60-106 (1-16). The board administers a $10 million revolving fund to support small project construction. The board is also directed to carry out an ongoing study of the states' water resources and requi red to carryon a continuing study to achieve full beneficial development of the waters of Colorado. A 13 member board admi ni sters the agency. Three of those members are appoi nted by the Governor, whil e the Attorney General, the Di rector of the Department of Natural Resources, the State Engi neer and the Water Conservation Director serve as ex-officio members. Division of Water Resources The Colorado State Engineer serves as the executive director of the Division of Water Resources of the Department of Natural Resources. He shares responsibility for the administration and control of water with the judiciary through the district judge in each of seven water divisions of the state establ i shed by statutes. The divi sions roughly correspond to the drainage basins of the state. Also sharing some authority is the Colorado Water Conservation Board, Colorado Pollution Control Commission and several special districts to be addressed with later. The Division of Water Resources includes a district engineer and water commissioner for each of the seven water divisions of the state, the Ground Water Commission, Irrigation District Commission and a Board of Examiners of Water Well and Pump Installation Contractors. Generally the state engineer has exclusive jurisdiction to administer, di stri bute and regul ate the waters of the state. Hi s statutory respon- sibilities include: 4
