The Department is administered by an executive director named <br />by the Governor. The divisions within the department are: <br /> <br />Soil Conservation Board <br />Water Conservation Board <br />Geological Survey <br />Board of Land Commissioners <br />Oil and Gas Conservation Commission <br />Division of Mines <br />Division of Parks and Outdoor Recreation <br />Division of Water Resources <br />Colorado Water Resources and Power Development Authority <br />Division of Administration <br /> <br />Those agencies of significant importance in the management of the <br />resources of the High Plains Region are described in more detail in the <br />following pages. <br /> <br />Colorado Water Conservation Board <br /> <br />The Colorado Water Conservati on Board, created in 1937, generally acts <br />as the state water planning authority. Responsibilities of the agency are: <br /> <br />1. to foster and encourage i rri gati on di stri cts, publ i cirri ga- <br />tion districts, water users' associations, conservancy <br />districts, drainage districts, mutual reservoir companies, <br />mutual i rri gati on compani es, grazi ng di stri cts, and any other <br />agencies which may be formed under the laws of the state of <br />Co 1 orado ; <br /> <br />2. to assist any such agencies in their financing, but not to <br />lend or pledge the credit or faith of the state of Colorado in <br />
