Thus <br />for purposes of this B-6 report the Baseline is a description of the existing <br />situation without any attempt to evaluate or project changes in future years. <br />Included in these descriptions are the major water agencies in the states and <br />any other agency that might be affected or affect the implementation of the <br />subsequent strategies. Much greater attention is given the water agencies as <br />it is that type of entity that will be largely responsible for the implemen- <br />tation of the strategies investigated. Lesser attention is given to water <br />quality, agriculture, economic development, energy and fish and wildlife. <br />Fish and wil dl i fe impacts are addressed inEI ement B-4, Envi ronmental and <br />Socioeconomic Assessment. <br /> <br />Following is a state-by-state description of the relevant agencies. <br />Water management agencies both state and local are described first in each <br />state section and are then followed by other relevant agencies, in alphabeti- <br />ca larder. <br /> <br />STATE OF COLORADO <br /> <br />Colorado state government is a cabinet-type government, in which several <br />agencies are contained within a single department. The administrative head <br />of a department is appoi nted by the Governor. Most of the water-reI ated <br />functions of Colorado government are contained within the Department of <br />Nebraska Resources. <br /> <br />1 <br />
