(Management Strategy Two) <br /> <br />o A supply enhancement strategy to add local water supply augmen- <br />tat i on actions to demand reduct i on efforts. These act ions <br />could include local practices such as cloud-seeding, local <br />storage, ground water recharge, desalination, and snowpack and <br />vegetation management. (Management Strategy Three) <br /> <br />o A strategy of intra-state surface water interbasin transfers, <br />importing water into the High Plains Region in accordance with <br />State Water Plans of the six High Plains states. (Management <br />Strategy Four) <br /> <br />o A strategy of interstate surface water transfers, importing <br />water from sources in areas adjacent to the Ogallala Region by <br />means of large scale federal-state or federal projects to <br />restore and maintain irrigation of the acreage that would have <br />reverted to dryl and farmi ng by 2020 under Strategy One or Two. <br />(Management Strategy Five) <br /> <br />The institutional segment of this study was described in the original <br />work plan, published in January 1979 as follows: <br /> <br />"The primary purpose of Element 8-6 is to explore the institu- <br />tional and legal ramifications of ensuring a water supply suf- <br />ficient to meet future water demands in the High Plains area. <br />1nterbasin transfer of water and certain unconventional water <br />supply alternatives in particular, may be difficult to imple- <br />ment for institutional and legal reasons.
